It’s extremely unlikely that 700c wheels would fit a frame that is made for 650c wheels. The difference in diameter between the two sizes is 51mm or about 2 inches. Even if you could stuff the wheel in, the brakes wouldn’t adjust that far.

I have a Felt F1X and I race cyclocross and of course I want it to be the lightest it can be. I am putting TRP aluminum brakes on it, sram rival, and a single chain ring. All I need now is a pair of fast and light tubular wheels (well forget fast just light). So what are the lightest aluminum tubular wheels for cyclocross. I am on a tight budget so please no answers saying Zipp 303 wheels because I can afford those. SO could someone please help me out?

Cyclocross wheels are not much different than road wheels, some might be strong enough, some might not, depends on the strength and weight of the rims, and the number of spokes used to build the wheel. Cyclocross is a type of racing, so some of the equipment for the sport is lightweight. Many cyclocross racers use ordinary road wheels on their bikes. They can use bigger tires because of the design of the bike, not because of anything special about their wheels.
